No. You pay a fixed monthly fee for a pack that includes up to X consents per month. Think of it like a mobile prepaid plan: you choose a monthly pack, use up to the included amount, and if you need more that month, you add a Top-Up.
It doesn’t reduce your pack. Only completed consents count.
